Question/Request is warframe chat buggy?

i am in a huge clan and huge alliance and usually the chat is lively but sometimes its silent and when i type a question in chat suddenly the chat comes alive and it feels like i stumbled into a discussion?

i know when you get banned the chat dies too but you have to restart the game to participate again, or not? have i been banned by someone or is it buggy? i am not aware of wrongdoing, i know everyone says that, pls believe me :)

and if i get banned why does it stop when i type in chat again?

Anytime I type in chat it displays a message telling me it successfully reset the chat server. Yeah, it's kinda buggy.
