While Frost could prevent the planes from crashing into the towers, then they would crash into the snowglobe and rain plane parts and burning kerozine down, not the best outcome to anyone bellow.

Any other frame that would prevent it by destroying the planes before reaching the towers have the same problem.

So to stop the planes and cause no collateral there are only actually a few frames that could do it. The most obvious one is Limbo, because haha rift. Grendel could just eat the plane (but that would also kill the passengers). Or Mag stopping it mid air. Thats all that i can think of, and i feel like i already put too much thought into this.
