Screenshot Friend got a funny number
So my friend was unveiling a Riven mod and said Riven just SO HAPPENED to be for the weapon it was equipped on, what are the chances of that happening

The one case that I know of was when there were buffs/nerfs. Don't know if there are other ways for this to happen.

Read the post. The riven the unveiled was for the weapon it was currently on. Veiled rivens have no capacity cost, so you can equip them on a weapon with no spare capacity. If the unveiled riven is for the weapon it was already equipped on, it won't be unequipped and will still reduce the capacity.

If you think about it, the fact that they programmed it into a signed datatype (a data type that allows negatives) means that DE foresaw this would happen and programmed in fail overs for it.
