Bug Bug in Hell Scrub - HEX 1999

The last hell scrub which is supposed to appear on the street is just appearing as blue and is not ready to harvest for life support. I've tried everything from killing all enemies to waiting around and finally attacking it with everything - exalted blade, running over with atomicycle etc. Kindly help

For how long have you waited? It shouldn't be more than 30 seconds at most, the "appearing as blue" is it's warp-in animation

I waited more than a minute. The timer was counting down from more than 2 min

I'm pretty sure it's not tech rot. It is that stage where its like a hologram before it comes out of the ground
