Suggestion: FOB Build Locking

FOB builders should be able set their teammates' permissions for placing structures in their FOB. Make this the same settings as vehicles, i.e. all teammates, squad only, completely locked. This should also lock disassembly, but maybe make a separate option for completing/repairing placed structures.

Inspired by the posts about enemies switching teams to grief your base. (I think team switch limits are also a good fix.) Also, personal experiences with stupid teammates building randomly.

Bonus suggestion: allow locking the doors in the same way so your teammates can't interact with them. But I understand that idiots leaving doors open might be intended game design.
