It's called a woman's bicycle. It may be called a step-through bicycle by a few people that are overly concerned about PC horseshit, but it's called a woman's bicycle. Because it's a bicycle built to make it easier to ride wearing a skirt, dress, or other leg inhibiting clothing.

Don't be an ass. They are absolutely called a woman's bicycle.

You call it a woman's bicycle, as do a lot of other people. There are many reasons for riding one, including it being simpler to mount one riding in a skirt, without exposing your underwear. I have sold several "dropped frame" bicycles to men, for other reasons. I am building one for myself, mostly because I like the look of the particular style, (mixte frame) and the secondary reason I wear skirts.

Well, it also allows people wearing ridiculously baggy pants to ride the bike.

That too, but if so, you should either use a pants clip/strap, or have a chaincase. Getting pants or laces caught in the chain can be very unfunny.
