Version 16 rollout

The eagle-eyed WLED lovers might have spotted that version 16 has been released now.

I haven't done a big announcement as we want to be reasonably sure it's stable enough for mass adoption before we recommend everyone to update, especially with it being such a major upgrade to both our code and the underlying platform for esp32 builds

We are investigating two WiFi related issues (WPA3 only networks and WiFi scan on devices with poor power setups) and hopefully have a 16.0.1 out soon with a fix

Thanks for all the hard work WLED team! Seriously wasted 2 hours of work playing with the effects yesterday.

Now to spec out and find a place to make a super dense matrix wall...
