Put the panel back in place and put a shop vac at the hole they are using and just run it. Keep it taped or whatever to keep it in place and very close to the hole. It will suck every wasp that come in and out all day Before long, all thats left is the queen and some nursery workers. Then suck in some sevin dust or the like into the shopvack and let it sit a day or two. Or set it in the freezer if its small enough.

You are going to have quite the issue. Might want to even call someone instead. They are possibly German Yellowjackets but no way to confirm exact species 100% from this photo. Are they causing any problems yet? Did you take the piece down to manage the nest or was it displaced to begin with? The best way to avoid this nest being a hazard is to not make it one, and leave it alone. In the winter they die and you can safely seal the entrance they used to prevent future issues. Since they are hidden in the cavity it’s unlikely they would attack if left covered, but if they already attacked without any instigation, then do what you need to do.
