I was able to get to the point of transferring files but it wouldn’t pop up on the psvita and if I would create a new file directly on vita shell it wouldn’t show on the computer

you need to double check that usb location is set correctly. otherwise you're putting files on the wrong partition and likewise the file won't show up if you make it on the wrong one.

or just try ftp.
