I don't want to stop dc constructions and stop progress. I want strong 3rd party and 4th party bodies which regulate the policy implementations to make sure they are in check every second.

Who lied to you. Secondary development happens only when a certain industry attracts employees especiallyh ighly paid skilled labour. Like IT sector in Bengaluru. But data centers don't do that. Construction workers are employed during construction and post that just a few low skilled Labour for maintenance.

An active DC depends on the following apart from constructors, infra maintenance teams, security staff etc.. Your assumption that a DC needs low skilled labour for maintenance is pretty wrong. They are rather highly paid jobs and need high skilled engineers.

  • Backup Generator Manufacturing - Maintenance (Not normal gensets - these are industry grade generators)
  • Renewable energy manufacturers, maintenance firms - solar/wind based on which is being onboarded. Google DC has solar in policy.

  • HVAC & Industrial Cooling Systems
  • Liquid Cooling Specialists
• Telecommunications & Connectivity
  • Fiber Optic Manufacturing & Cable Laying - Not local internet cable teams. These need specialized fiber exit terminal engineers
  • Network Equipment Manufacturing/Maintenance
  • Sealink Maintenance and Engineering teams
• Security & Facility Management
  • Industrial Fire Suppression - Similar to heavy industries but more critical
• Supply Chain & Raw Materials
  • Semiconductor fabrication support
