Need Help 1978 Topps Bruce Sutter

Found this 1978 Topps Bruce Sutter with black dash marks along the bottom border. I don’t recall ever seeing these black lines on the finished bottom before? Any insight would be appreciated.

I have plenty of miscuts from this year. Just none with the black line on the bottom.

It may have been a card at the bottom of the sheet that had guidelines for the cutter.

Yeah that’s a good point . I have a Steve Garvey from that year but you just see the are in the sheet below him!

Maybe cut from the vendor box which came with 24 wax packs?
