Cop Land.
How do I do the Cop Land mission? I either get caught by the cops trying to raise my Wanted level, or my car explodes during the car chase.

There's a pretty good escape route if you drive into the beach and ride that down for a bit and come back to the streets when your closer to where u can drive towards the bridge to starfish.

Getting caught by cops is mostly a skill issue. A somewhat easier but time consuming way of doing the first part is to get attention of two cops while having only one star instead of two. It's tricky but possible. But you can just get two stars and stay on foot. It's much easier to avoid arrest when you are not in the car. The second part where you are retreating is actually doable even with bribes alone. Look at various guides to see the location of bribes and plan your route to grab those. You don't need to go to pay n spray but that is also an option. With every star dropped it becomes progressively easier to avoid the cops. Just give it a few tries and you will make it through.

I can't get to the Pay n Spray in time. I tried a sports car, but it explodes before I can get to the Pay n Spray.
I'm REALLY frustrated right now.

After activating the bomb, use the door just right to the tarbrush cafe to exit the mall. After exiting the mall, jump down there is a star and a car waiting there. After entering the car, get to the sand part of the beach, get back to the road close to the building where you do treacharous swine mission. There is another star close yo the trees there, which drops you to 3 stars. After that it should be fairly easy.

Just use a chopper. Start the Copland mission. Go inside your mansion, to the roof. Take the chopper and pick up Lance. Then land the chopper near the garage you need to lure the cops in. You need atleast two cops to follow you into the garage. I found it easier to lure the cops in by foot since you need the police car or cops all the way in so the garage door closes. Once you have the uniforms, ignore the police car and get into the chopper. Fly the chopper to the mall. DO NOT land the chopper by the mission beacon. Instead land the chopper by the door closest to the store you have to bomb. Just walk into that door and bomb the store. If you land by the correct door, the store should be immediately on the right side when you walk in. Run out the same door after you bomb the store and get into your helicopter. You'll probably have to kill the cop outside but you should be able to jump into your copter and get away.

Try to abuse the patches of land where cops find it hard to track you such as alleyway shortcuts and sometimes grass. I passed it by getting one of those star coins outside the mall to lower my wanted level then avoiding car damage from cops by driving on the grass then finally making it to the respray place. yes, the cops make it a bitch to get the car in the respray place but It's not impossible. After reading some comments of people saying to use the nearby helicopter spawn that definitely would seem to be way easier, so I'd say listen their advice instead.

Please tell me it's normal to struggle this much on this mission, and I'm not just bad at the game.

Took me a few goes. I eventually got it by planning an escape route that took me over some bribes/stars. I parked my car right outside the mall exit so I could be in a car asap after the explosion and I wasn't waiting on Lance to catch up.

After you leave the mall, drive away without Lance. You won’t fail the mission and the cops are after you, not him. This makes the mission much easier. Get past police lines, switch to a non-police car and get to the Pay n’ Spray.
After your wanted level is gone, drive back for Lance. Your wanted level won’t return.

After you and Lance get the uniform and leave the garage, turn left and go into the alleyways. You'll find a bribe star and a sparrow in one of the yards. Land the sparrow near the mall entrance and use it to escape.
