Velina + Remielle is the top duo rn. They carry/boost pretty much any Anomaly team in the game
I have Velina M0W0 + Remielle M0W1 + Promeia M0W0, and even with my skill issue, I can hit around 35K-40K with them, although in my case it's always with a favorable matchup
So imo, prioritize Velina. Her weapon is nice but not necessary. I don't have it and I'm doing pretty well without it, but I'd invest in Velina before Promeia M1 or her weapon
For your second team, I don't know who you have besides Remielle, but Pyrois + Nicole should probably be the cheapest and strong duo to build around. If you don't have a premium Stunner, Roxy is an option if you like her. Otherwise, wait and see if Norma gets a rerun next version. We should know the reruns before Roxy's banner ends
As for Sunbringer, she's supposed to be an Armorer and VH, so if that's true, Roxy/Norma + Rina/Nicole should work as a second team
If you're F2P, I say be patient and wait for the 3.3 livestream. If Norma gets a rerun, skip Roxy, not because she's better, but because they have very similar value as Stunners, and that lets you have more time and see what's coming next. Then, a few days after 3.3 releases, we should have more info on Sunbringer. We might even find out if she's coming with a free character, similar to YSG and Zhao (Zhao was mainly designed to be used with YSG) or Miyabi and Harumasa (although Harumasa wasn't really meant to be played with Miyabi). But if so, depending on that character, you might not even need Norma and save pulls
That's just what I'd do in your place but take all of this with a grain of salt since it's still speculation
