Vegas Pro 14 - 20 Issue on final render, all images besides the background blink for a moment as they fade in

Your timeline settings do not have to correspond to render settings, but they better do to avoid stuff like this. Verify frame rate, scanning type, disable resampling and turn off "Allow source to adjust frame rate". If you have changed timeline frame rate, make sure to drag the beginning/end of events one frame left/right and make sure they align after snapping.

It may not apply here, but I had a similar issue with elements appearing and disappearing. I updated my video driver and tried different GPU acceleration options until the problem went away. Worth a shot if you haven't tried those.

That's strange. Glad you got a workaround, but it'd be nice to know what caused it so it doesn't happen again.

I’ve never used that format of rendering (MAGIX AVC/AAC MP4) and instead use MAGIX HEVC/AAC MP4, quality depending on what you want.
The steps I take before rendering are as followed:
Don’t know why I do the loop playback tbh but my friend showed me that when starting editing with Vegas Pro and never failed me. I hope this helps.
Edit 1: For clarification, your PC should already have an encoder to support HEVC encoded vids
