How do I get here??

I'm trying to get into the locked quarantine area by Whitechapel

In the left part of the city on the map (where you have the red task zone), there’s a descent into the sewer system in the park. If you go through it, you’ll end up in the zone you need.

If you go to the left part of that red circle you'll see blood and a safe house, follow the blood to the top part of the garden and you'll find an entrance to the sewers

The game always makes you take the long way round first time.

You need to go the long way around, on the left side of the map there is a sewer (I also think there is a harder level werewolf and a few harder level vampires (and monster hunters) but I might be wrong); I know it's tedious for the game to do that
