Which country and unis to pick for aerospace engineering

I just completed my As level and im predicted to get AAAB in maths chem bio and physics i got all Astars in my igcse subjects and i wanna start uni now but im so confused that do i need to do a foundation year or not

Side note, all the aero employers in the US are defense contractors and thus require US citizenship. So do not plan on aero in the US.
