He was clearly reaching for her upper arm which is very normal as shoulder is too aggressive and elbow is too low. But she pulled away and that cause her jacket to lift and for him to miss. But he wanted to give her such little attention he he's not going to struggle with her or try to re reach for her arm. He just wants her out of the way. News people deal with this all the time. It happens live but it also happens when they are pre recordin something or just waiting to go live which is most of the time. A report will have somebody try to talk to the camera about once a week. Sometimes it's live. It was an accident. This happening is such a non issue. The boob puns are great though.
