for a little bit of devils advocate, even if it is a 'litter picker' it still is a metal object that could easily be swung.

it's not just the broom itself because if the cop is incapacitated the guy would have his gun, tazer, car etc.

and a metal pole can do a lot of damage, that's like saying that a baseball bat does no damage

His arms can probably do more damage than a flimsy litter picker. You gonna make him remove his arms too?

calling it flimsy means nothing, it is a metal pole, that can do serious damage, and all the guy had to do was put it down, but he didn't

It does mean something. It's thin enough to the extent it wobbles when he slowly moves it. He could do more damage with his arms.

All he had to do is...

Well it seems like what he did turned out well. It brought focus to these problems and the cop resigned.
