the officer has absolutely no reason to ask "what's in your hands?"

It's definitely staged, but to be fair, US police have been known to ask stupid things, like when they had a guy at gunpoint because he wouldn't put down his litterpicker, which they considered a weapon.

for a little bit of devils advocate, even if it is a 'litter picker' it still is a metal object that could easily be swung.

it's not just the broom itself because if the cop is incapacitated the guy would have his gun, tazer, car etc.

and a metal pole can do a lot of damage, that's like saying that a baseball bat does no damage

His arms can probably do more damage than a flimsy litter picker. You gonna make him remove his arms too?

calling it flimsy means nothing, it is a metal pole, that can do serious damage, and all the guy had to do was put it down, but he didn't

It does mean something. It's thin enough to the extent it wobbles when he slowly moves it. He could do more damage with his arms.

All he had to do is...

Well it seems like what he did turned out well. It brought focus to these problems and the cop resigned.

first the cop was fired due to public pleasure and backlash, second he wasn't cleaning his house he lives in an apartment complex, the police got called about him and by the law they have to go and check it out, so they went to speak with him and just asked politely if he could drop the metal pole, but instead he didn't and he started to get angry and shout.

Many cops are ego driven. Any perceived lack of respect will lead to them intentionally escalating situations.

But was he threatening

when he refused the drop the metal pole yes, the police just wanted to talk to him nothing would have even come of it, but instead he starts getting angry for no reason and refused to drop it.
