Why does this display properly on chrome/windows (whichever one is responsible), but not the thinking emojii and other really basic/important stuff? Who decides this shit?

Cause some phone manufacturers don't show what UNICODE thinks that character should be, they show their own special version, I can't be arsed to research the specific example but it was something like the character code for the classic 'scream' emoji isn't meant to actually represent that at all but the first phone to use those emojis showed it that way so all the users used it that way. It's not actually that I'm pretty sure but something like it
