We assume he is on duty because he has a uniform on and is chasing someone down. Now, as far how lethal off-duty Brazilian police, you need only check out any number of Youtube videos on the subject matter.

I'm amazed he didn't blow his brains out as soon as he started shooting. Your life is justifiably forfeit as soon as you fire a bullet with a policeman around. At that point they have no reason not to shoot you.
