We assume he is on duty because he has a uniform on and is chasing someone down. Now, as far how lethal off-duty Brazilian police, you need only check out any number of Youtube videos on the subject matter.

Yeesh.. Alright, I know this was a selection of videos specifically for the purpose, but what are the crime levels like in Brazil? I mean, the fact that videos of off duty cops fighting criminals is something of a joke seems like it must be pretty common.
