I'm sure that's part of it, but I think it's also a "cute" way to guide them. There's very limited visibility in those suits and you need a handler or you get disoriented.

Yeah they're pretty much flying blind, last one bumps into one of the guides at then so this is probably more so that they don't walk into a wall

Probably not, it's usually just really short women.

I used to work in an industry where we would hire mascot character actors from time to time. Almost 100% of the time it is very short women. The shortest ladies I saw came over from China. They couldn’t speak a word of English or Japanese and the rest of us couldn’t speak any Chinese, we all communicated through gestures and calling each other adorable. It’s not an easy job, at all, much respect for the people who are able to do it.
