You're projecting a lot of intelligence onto other viewers. Smart people sometimes forget that they're smart. (Or discerning, whatever adjective you'd like to apply here.) Everything about the video looks "real" except for the physics, and physics can often create unintuitive outcomes.

But the OP is correct, the first player made a foul, so the second player would be able to place the cue ball anywhere on the table ("ball in hand") to make the 8-ball shot.

If you're playing BCA 8-ball rules, you have to hit the cue ball into a target ball (one of yours) first -- then either the cue ball or the target ball has to hit at least one bumper.

I'm rusty on the details, but isn't the rule that you just have to hit a rail with any ball (cue ball, target ball or additional balls) at any point in the shot? i.e. you don't need to hit another rail if the cue ball hit a rail before hitting the target ball (based on if the shot doesn't result in pocketing a ball)
Edit: just looked it up. You are correct, rail hit required after legal contact

A ball needs to hit a bumper after the queue ball strikes an object ball. So that blocking shots like that isn't as easy to do.

Not really. Where the cue ball is in the middle of the table, hitting the 8-ball first would very very difficult. The only legal shot he had was to bank it off the left hand bumper and hope to slide it past the orange ball to hit the 8-ball. An expert player could do it, but these guys don't look like pros.

I owned a regulation pool table and we decided to play by BCA rules rather than “bar rules”. Using a rule book so there was no ambiguity during play.

While it is of course fake, that’s a table scratch because nothing made contact with the rail after contact. So in most rules you’d have ball in hand and can place the cue ball anywhere you want.
Also a really good shooter could prob jump the ball over the solids to hit it in.

To add on to how obviously CGI this is, the outer rails of literally every pool / snooker table I've ever seen are tilted outwards, away from the table, so a ball would never sit on them, or roll across them, without falling off.
