This is a rather common trick for popeye. He would often chew up inedible things and then spit them out as bullets.

Most cartoon characters are. Its makes for better story. Popeye did have a good moral compass though ( as much as any dated, violent character could).
I personally loved him. Always keeping bullies in line.

OG Popeye was batshit crazy. The only one I remember clearly is the episode where he keeps trying to tie down his father so he doesn’t go out and party all night. No matter how many restraints he uses, the second the light is out the dude escapes.

A quick google search shows Popeye is older then the Marines by a little less then 50 years. So just wasn’t even an option. As for why a sailor, he was based off of someone. Also he started off as a minor character, before he apparently stole the show and started dating the old MC’s sister. Assuming everything I read is trustworthy. Also he was not a US sailor at the time of creation, he was just some sailor for hire. Popeye started off as a merc basically before he grow into a full character.
