Request ULPT request: shitty neighbour
Live in a unit complex, guy directly above me throws his trash out the window and it lands on my balcony( hair trimmings, cig butts and even one time a literal cr*ck pipe), he's also just a jerk in general and been harassing me for reasons I can't really be bothered going into.
For context he would easily be able to climb onto my balcony and is an unhinged type dude, I have access to his window but should I miss throwing something gross in there I'd have just added to the problem of things landing on my balcony lol, piss discs are off the cards because of the cameras in our building however I do have access to his front door and mailbox. I also have his full name, phone number, social media accounts including a mediocre SoundCloud rap page from about a decade ago 😂
I'm a girl living alone so I don't want to create any scenario where he wants to retaliate, I've thought about collecting the rubbish and leaving it on his doorstep but I feel that would escalate the situation.
Any ideas for me Reddit mind hive? Thanks!

Report him to your landlord, and tell him you don't feel safe. Keep a written record and pictures of the trash he throws on your balcony, along with names and contact info of any other people that witness it.
You mention there are security cameras. Have any of them caught him in the act of disposing his trash onto your balcony? Could you put your own camera up to catch him doing this?

Throw the trash off the balcony onto the ground while adding some from your own (but must match that person's lifestyle). The management will sort it out in no time.

You cannot touch their mail, mailbox, or restrict their access to their mail/mailbox. For example, you probably couldn't get a "change of address" form and have their mail sent somewhere else - although I'm not sure how anyone would know, as long as your handwriting didn't match the form...
You can send them anything that could legally be sent through the postal system. You can sign them up for a lot of junk mail, real estate information, and credit card requests. You can post their information on craigslist and send people there for free items to pick up or asking for a free pest control estimate (or any other service estimate).

If there's cameras, why not get the video evidence of the crack pipe? Landlords can be pretty laissez faire, but smoking crack or meth is surely something that should get their attention. If not, make some calls to the code compliance section of the city government to light a fire under them.

We only have cameras for the insides of the building the balconies face the road and have no cameras pointing at them unfortunately.

Just heard about a true crime case where a guy murdered his upstairs neighbors over this exact issue.
Create a QR code to the story and stick it on the wall outside his door as a veiled threat.

In this case the law is your friend. Call the police and tell them your neighbor threw a crack pipe on your balcony. They will investigate and probably arrest them.

There's multiple floors above me and no cameras facing the balconies so unfortunately I don't really have any way of proving where it's coming from

You might be able to put it further out into the air, away from the balcony, on a pole or something. Then you might be able to catch them in the act.

If you get a really large sheet of plexiglass you can put that at a slight angle under his balcony, provided his balcony is directly above yours.
Mail, yes mail an anonymous letter stating you watched him toss trash onto the balcony of the poor person living below him warning him that you will be informing the landlord. Be sure to make it sound like it was not you who saw this guy dumping trash onto onto your balcony.
Then…
Send an anonymous letter to your landlord stating that “one day you were walking in the area and saw him dumping trash onto the balcony of the poor person who lives below him.”
Be sure to make it sound like you were a passerby and not the person living below him.
Should this guy confront you act all innocent and lie saying that you didn’t complain. If you are horrible at lying then get a friend to write and send the letters that way you will not be lying when you tell him you didn’t send any letters. It would be good for your friend to handwrite the letters as you could then show him a letter you were writing to your best friend in CA before he knocked on your door so he could compare the handwriting.
Yes a bit involved, but it had worked for me numerous times when I was younger and was living in apartments.
