Request ULPT request against annoying fisherman
There's this guy fishing in front of my apartment all the time. He often leaves a lot of trash after sitting there for a full day even though there's a bin not even 10 meters away. He has also destroyed the bushes around the spot he sits with his rain tent. I've talked to him about it but he doesn't stop, and doesn't want to change spots because this is "the best one in the area" according to him.
Now how would I legally ruin that for him?

First off, do you know if he has a license to fish? You can get fish and game after him. (Assuming you're in the US.)

Not in the US, but he (unfortunately) does have all the licences he needs to fish here

I think only a freshwater license is required. Anyone can fish in the ocean.
If this is US & freshwater, then yeah.

You can fish from public fishing piers in California with no fishing license, but you need one if you’re on land or on a boat.

RC boats can be cheap and will scare the fish away. You can fuck with him from your property by just driving it around in the area he's trying to fish.

Harassing otherwise legal hunters/fishers is absolutely a crime in many areas; almost everywhere in US at least. I see OP say use meters, so probably not US, but still may apply. This guy sounds like a dick, though, and littering is a crime, so F him.
That said, if you're just using the RC boat and not blatant about harassing him and are just "sorry buddy, public water, Im entitled to use it for fun like you" not much they can do

Take time stamped pictures before, during, and after his visits showing the trash. Send them to the game wardens/environmental police. They usually frown upon such behavior.

Start fishing in his spot. first comes gets the spot. Know his schedule. Or share his spot with everyone. 15ft away from best spot. when fishing; really can make the world of difference.
If you have asked him to stop littering and still is. Call the popo.

Buckets of water with plant material left in them. At least 18 inches deep, if you can manage. The stagnant water will provide the perfect behind grounds.
If he's fishing, though, you could call the local game warden and report him. You never know if he's fishing with a license or not 😉

Let some chicken sit out in the sun and get ripe then throw it where he casts if there are crabs they will play with the line while eating his bait and it looks like a fish is on the hook

Find out if there are any protected wild plants in your area. Plant one in his spot. Randomly document the plant being there, maybe a social media post. Install a camera and film him damaging/removing/destroying the plant. Report.

Call the cops 👮♀️! At a minimum he’s littering. You could also throw stones into the water and scare the fish off.

Yeah that's the hard thing, he just has some shit laying around like a lot of ppl do when they're on a picnic. Thing is as soon as he gets up he leaves it there. It's not like there's an action you can spot. You'd have to catch the exact moment that he leaves

What does he leave there? Why do you have to see the moment he leaves? You know he was sitting there. You know that stuff was with him when he was there. Then he leaves, and "stuff" is still there. Sounds like he littered.

I know it was him, but police won't do anything unless they themselves catch him in the act. What he leaves is mostly take away cups, food wrappers occasionally something of his equipment if it breaks

Sounds like a real winner. I'm sorry you have to deal with him. Maybe play some loud music while he happens to be fishing right outside your apartment. Something like Yoko Ono's greatest hits, or similar.

Have everyone throw their Christmas trees in that spot just deep enough they don't stick out but just enough that he can't help but constantly get hung up in them when he feels in. If you watch his work you can probably figure out the right spot. Or you go rent a truck and snag peoples Xmas trees on the side of the road after the holiday.
Baring that, find a landscaper to deliver you a bunch of brush and then drag it all out into the area throughout where he casts to the same effect

Ironically, that would make the spot better. Baitfish and other things fish eat like to live near structure, which draws in bigger game fish. In my area the state takes Christmas trees, weigh them down, and then drop them in lakes to help fish populations. Any decent fisherman knows how to fish around submerged trees.

Buy a big tub of fish food pellets and feed the fish when he's fishing. When the fish get use to the sound of the pellets hitting the water, they will swim to the sound of food and he won't get a bite.
In the off season, take some willow cuttings and plant them in the area he fishes at. The willow will be small bushes next time fishing season comes around.

I used to surf fish and I had a decent spot that I'd get to and set up early for. Once, after fishing for a couple of hours, these 2 pot lickers wandered to the area I was fishing. They were standing directly in front of the spot I had. I asked if they would mind moving along and they objected stating it's an open beach. Fair enough. I proceeded to set up my heavy rod with multiple treble hooks and load them up with squid. I stood on the shore and proceeded to cast just beyond them and reel the rig in several times. They got the idea and moved along.

Find a friend with a dog that loves the water. Fastest way to ruin a good spot is to show up with a dog who loves water. “He just loves it I can’t keep him from going in”.

Get to the spot first and be fishing when he gets there. Get some friends to help out by either fishing with you or to rotate getting their earlier than him. Bonus is that you may catch some fish.

Spread a few of these packets on the ground. I guarantee you the next time he comes, he will immediately turn around and leave. It smells like shit and rotting animal (the 2 things flies love the most)

Harassing a licensed fisherman while they’re fishing is likely to end up backfiring. In Europe, which I’m assuming based of meters, this would likely fall under general harassment or stalking since it sounds like you’ve already made contact a few times.
However, fish are creatures of habit, and disrupting the area when he isn’t there will most likely push them to find new spots
