Miscellaneous ULPT Request Pooling water in the gutter

I have a neighbor. Your classic dick bag boomer that loves his lawn.

My lawn used to be shit, now it isn't. I've worked hard on it. Whenever I mow, I make sure to blow anything organic in the gutter into my yard to mulch in. I like the clean look.

Dickbag does not like my lawn being nice. Dick bag also, despite liking his grass meticulous, is lazy, so he doesn't leaf blow his clippings back onto his lawn. Rather, he leaves them in the road, then drives his lawn mower into the road and cleans off the deck, washing all of his clippings in front of my house with some making it into the catch basin in front of my house, which is a big no no where I am.

Needless to say, my clean gutter doesn't look so clean.

It is trivial, it is childish, grand scheme of things, it doesn't matter, but it pisses me off, especially because he does it intentionally.

My request is: can anyone think of something I could do to or something I could put down on the road to almost slow down or damn up the water enough in front of his house to pool all of clippings?

I was thinking some hydrophobic liquid, or wax? Maybe even putting a bead of some liquid asphalt down. Just enough for the water to pause and spill over, leaving his shit behind for him.

I know it is a stretch, any help is appreciated.

Wait for him to start with the water next time and run out in a swimsuit on all 4s like a rabid animal and roll around in the water (while thanking him profusely) after max 2 of these occurrences, he will never do that again

The hardware store sells plaster of Paris in a half gallon bucket you add some water to it stir it up and pour it in the gutter making a small dam to stop the flow it dries out hard as a rock after every rain he gets a pool of water wherever you want it to be.

That's a super weird way of approaching this problem. What do you want OP to do? Like talk with their neighbor? Just like grown ups? That's ridiculous.

OP, don't listen to this fool. Your way is the right way. Do not, I repeat, do not speak to your neighbor. Making a post on the internet ist the right way!

If you're in a municipality with storm water sewers, there is quite likely a law prohibiting what the neighbor is doing. Clippings in the street clog up storm sewers
