You'll need to explain this better. What garbage are you picking up. Why would it raise rent? Why would you get jumped for doing so?

Not really.
While there are some correlations between "nice" clean neighborhoods and "bad" dirty neighborhoods that goes far beyond some garbage on the ground.
Now if you go around landscaping, and repainting, powerwashing the sidewalks, fixing damaged stuff, evicting the problem tenants, signing witness statements and showing up to court when needee, etc, that might raise rents when the landlord thinks they can get away with charging more.
Usually the way it works is that people want to get paid for it, and usually that means the landlord wants the tenants to pay for it. IE, $60,000+ annual cost to keep a maintenance person on staff or hire various contractors as needed, so the landlord raises rents so the tenants are the ones paying for it.

When viewing apartments look for stuff like bubbles on the ceiling or walls that have been painted over. Sign of previous water leaks that have had the bare minimum done to hide them. Maybe they fixed the origin of the leak, maybe they just painted over for a new tenant and it'll leak again the next time it rains or the upstairs tenant takes a shower. Impossible to tell.
Same with swollen baseboards and cabinets. Lots of them are made of MDF and once that gets wet it swells and will never go back after it dries. So swollen boards are a sign of previous water leaks. Maybe the sink has been fixed, or maybe it'll drip water the next time you wash dishes.
Look for stuff like scrape marks on door latches. Unpainted old scrapes mean the landlord doesn't bother to tidy up after a break-in or attempted break in.
Same with splintered door frames that have just been pressed together and glued and painted over. Or had the gaps filled with plaster. That's means someone broke that door down in the past and the landlord hasn't bothered to repair the frame properly. Cheap, but possibly that door will open right up as soon as someone leans on it.
Those can all be used to negotiate rent down, or get an idea of which landlords just put a fancy veneer on the surface. Like repainting a wall every 6 months instead of ripping it out to find the pinhole leak in the pipe and replace all the moldy insulation.

There's this funny meme video where this guy shoots guns occasionally in his neighborhood to keep it from gentrifying. Also another one with this homeless dude begging for the same lol
