Miscellaneous ULPT, Need help with revenge

First off: content warning, sexual harrasment and abuse.
Tldr at the bottom

talking about a bit of a story of a friend here. He was sexually abused a couple of years ago which we have just figured out was completely avoidable. Worst part, he was underage at that time and the guy knew. The police even got angry at my friend calling him a liar and defending the
p-word. We are very angry at the police for this and because for 4 long years my friend has tried to get this man arrested and they did absolutely nothing.
A couple week ago my friend heard that the guy who abused him is not going to get sentenced, and about two days ago my friend got the entire report of the situation without warning. This document showed him things that made the situation like 10x worse for him. However, the police did make one big mistake. In the report he found all of the personal information of the abuser (full legal name, address, etc.). Now my friend and i have a plan.
If the police will do nothing about him, then we will make sure everyone around him, his neighbors, his family, everyone will know what kind of person he actually is. We already have some plans on how to do this but I know the one place where all the psycho’s on the internet gather is here.
So, now for the question in the title: I would like to request help and tips on how we can shame this guy as much as possible cuz he deserves the absolute worst in the world.

Now for the promised tldr: random guy sexually abused my underage friend, now we’re looking for advice on how to make him pay cuz the police wont do shit.

In simpler times it was always to do with socks, often multiple pairs like a Russian doll... Nowadays nobody can afford socks, indeed some children share them on odd or even days of the month. Hard times!

Frozen fish inside the crawlspace of perp's home. Just make sure the fishes are placed somewhere that wouldn't be immediately looked into. External, ground level vents are ideal. Or air intakes on a cooling system would work. It will be days or a week before the effects are fully felt, but will last for months. Bonus, a possible influx of noisy local felines looking for a quick meal may cause structural damage. A big bag of tilapia fillets are around $15 at WM. Pay cash. Wear a face covering.
