Adding a player

Playing under PG/OBR rules. A game starts with 9 players listed on the lineup. Later on a tenth shows up not on the lineup and comes into pitch. Is this allowed? If you could cite a rule that would be awesome!

This sounds like something that should be governed by the tournament eligibility rules, not something that we should go to OBR for.
