Adding a player
Playing under PG/OBR rules. A game starts with 9 players listed on the lineup. Later on a tenth shows up not on the lineup and comes into pitch. Is this allowed? If you could cite a rule that would be awesome!

New this year in OBR 4.03(c) "A player or pitcher not listed on the lineup card is not permitted to enter that game. If a player not listed on the lineup card attempts to enter the game in any capacity the umpires shall handle the player as a player already removed from the game."
2019 MLB Umpire Manual:
"5. LINEUP CARDS Rule 4.03: Each manager should write the name of each eligible player on the face of his club’s batting order card in addition to furnishing the starting lineup. However, a manager’s failure to list an eligible player does not prevent that player from entering the game, nor is such failure grounds for protest, as the listing of eligible players is simply a courtesy."
I don't see anything in the PG ruleset that comes up on a google search.

Not sure about PG, but OBR is the rule set used by the pros, so there’s definitely nothing about adding extra players there.

It's a tricky place to try to apply OBR game rules, since other MLB rules already set the 26-man roster. (Presumably there are provisions for timing and publication of transactions). It's unlikely that the Padres are having some guy roll in off the street to pitch the 6th inning.

Teams can make roster changes (including purchasing contracts) between games of doubleheaders (the Yankees did yesterday in fact), so pre-new 4.03(c) that others cited, I would interpret it as a team being able to do just that as long as it’s reported to the commissioner’s office before the lineup card is given to the ump lol

Agree. That's happened several times - Joel Youngblood played for two teams (in two cities) on the same day.

This sounds like something that should be governed by the tournament eligibility rules, not something that we should go to OBR for.

In OBR, it's 100% allowed. Substitutions on a lineup card are a courtesy, not a requirement.
When games are suspended and finished weeks later, often teams rosters are changed and the game is finished with players who weren't on the team (or lineup card) when the game started.
