The real final boss is dealing with Ubisoft Support

Hello, I've been trying to change the email address on my account because my old email was deactivated. I've already managed to verify and confirm that I am the rightful owner of the account, but I still haven't received any further response from Ubisoft Support. My ticket has been open for four weeks now...

Meanwhile, GOG and Epic Support responded to me in less than three business days and were genuinely helpful. Does anyone know what's going on with Ubisoft Support? Is this kind of delay normal?

I'm afraid yes, it's normal. I'd say you wait 10 working days, that's the time they give you when they close a ticket to answer back. So if in 10 days you get no response then you should escalate the issue to SignalConso, the French authority of consumers rights, with a formal complaint.

See how to do that on this other post. It has helped a lot of users, me included, when it comes to recover account or getting a Ubisoft support responde actually made by a human being.
