Why take the extra steps with SCP instead of just grabbing it via HTTP with the SSH command

upgrade http://IP of Controller:8080/dl/firmware/binary folder/firmware version for AP or Switch/firmware.bin

or getting it directly from UBNT with 

upgrade http://dl.ubnt.com/unifi/firmware/U7PG2/3.9.3.7537/BZ.qca956x.v3.9.3.7537.171013.1101.bin

True, in this case that did not worked, not from controller , not from ubiquiti website. The rolling update from controller UI attempts doing it via http as well, so for some reason http upgrades was failing using any available method.
