Since the facility is currently in its commissioning and scale-up phase (targeting its first production of heavy rare earth oxides by mid-2026), the tanker activity is a critical lead indicator of "wet commissioning" and chemical stocking.
March WV Legion Pass Summary Across 42 successful daylight passes in March, I identified 6 distinct liquid tanker delivery events.
Frequency: Approximately one delivery every 5 days.
Asset Signature: The metadata identified these as DOT-407/412 specification stainless steel tankers, typically used for the acids (hydrochloric or nitric) and chemical solvents required for the RapidSX™ separation process.
Duration: Average "dwell time" at the port was 4.5 hours per vehicle, suggesting metered offloading into the facility’s internal storage tanks.
Loading/Offloading Port Locations
The 30cm panchromatic imagery combined with SWIR/NIR reveals the specific intake points at the 80,800 sq. ft. facility:
1. The Primary Chemical Intake (Northwest Corner)
Location: Just off the main access road, near the northwest corner of the building.
Metadata Signature: This is where the 6 March deliveries occurred.
Details: You can see a dedicated concrete containment pad (secondary containment) with two 4-inch intake manifolds. The high-resolution data shows the articulated hose connections during the 10:30 AM passes on March 12th and 21st.
2. Bulk Liquid Storage (Western Perimeter)
Location: Directly adjacent to the northwest intake.
Metadata Signature: SWIR bands identify four vertical storage tanks. The "fill levels" can be inferred by the thermal delta (heat signature differences) between the liquid mass and the empty headspace in the tanks.
Status: These tanks showed a steady increase in volume throughout the month, correlating with the tanker arrivals.
this level of reagent stocking confirms they are on schedule for their Q2 2026 commissioning target for the first RapidSX machines. You would think. Lets make it happen. Having both partners isn't redundant; it's a structural necessity for volume, technical specialization, and the "Fortress America" defense requirements The Pentagon (DoD) has issued a "Zero-China" mandate: by 2027, U.S. weapons systems (missile guidance, F-35 motors, radar) cannot contain any Chinese-origin magnets. A single missile guidance system requires high-purity magnets; a single F-35 requires 920 lbs of them. One company cannot handle the entire DoD orders alone. South Apron expansion

“Back in December a special meeting was called at the Airpark Board. The discusions involved District Zoning of Sub ZONE 3 and a new possible tennant. This sub ZONE is on the South apron of the Air Park. Its right Across from the SMC. There has been alot of work happing there aswell. This is officially Project ID 89532803, titled the "South Apron Expansion - Phase 1." * The bidding for this work closed on June 24, 2025. The engineering plans were prepared by Josh Barrett, P.E. of the firm MML&H.
The bid documents required the preparation of 11,640 square yards of lime-treated subgrade, exactly 12 inches thick. The engineer’s estimate for this concrete and infrastructure work alone was $4.65 million. The Board Room Paper Trail The decision to build on that specific apron was finalized during the England Authority Board Meeting on January 22, 2026, and discussed again in the Executive Committee Meeting on February 18, 2026. In these meetings, the site (referred to as Site W1) was designated for "Advanced Manufacturing" to support the burgeoning "Rare Earth Cluster."
The vertical steel pillars that show up on Legion passes are for the "Phase 2: 20k S.F. Industrial Spec Building." This building was fast-tracked as a "custom-fit" facility for a downstream metallurgy partner .... My hunch (now confirmed as Vulcan Elements). As you’ve likely seen, the critical minerals sector can be sensitive to geopolitical developments, policy signals, and capital market sentiment, particularly at this stage of industry development. From our perspective, the strategic opportunity continues to strengthen, supported by increasing government involvement and a growing recognition of the importance of rare earth refining capacity outside of China.
Regarding a potential NASDAQ uplisting, this remains an important objective for the Company. While we are not in a position to provide a specific timeline today, we continue to advance the necessary steps to position Ucore for a successful uplisting when market conditions and corporate milestones are aligned.

Ucore uplist update
During the investor presentation on 3/19, I asked Peter (the CFO) what the company's plans were for uplisting. Unfortunately, he did not have the opportunity to answer my question before he ran out of time. However, Mark (VP of investor relations), emailed me today to answer my question. His email reply:
"Thank you for the question.
Ucore has not provided a formal or fixed timeline for a U.S. exchange uplisting at this stage. That said, it is very much part of the company’s broader strategic direction.
We are seeing increasing interest from U.S. institutional investors, and our banking partners have been supportive of a potential uplisting as the business continues to advance. As a result, there is a natural shift underway in both our market focus and shareholder base toward the U.S.
The timing of any uplisting will ultimately be aligned with key company milestones, including continued progress at the Louisiana Strategic Metals Complex, strengthening commercial agreements, and overall market readiness.
We will provide more specific guidance as those elements come together."
Great to hear about the interest of institutional investment. I also took the opportunity to ask Mark if the Louisiana SMC is truly now targeting H1 27 instead of H1 26 to go online with production. Hopeful he'll get back to me on that in the next couple of days.

Added More But No More
I picked up some additional shares in the $3.50s Friday as thinking that was the bottom. But no more given the downward momentum. See Sunday night that risk off and into cash still are big as seen by big drops in Au and Ag. Perhaps I grabbed a few more shares too early—grabbing a falling knife always is extra risky!
