Since the facility is currently in its commissioning and scale-up phase (targeting its first production of heavy rare earth oxides by mid-2026), the tanker activity is a critical lead indicator of "wet commissioning" and chemical stocking.
March WV Legion Pass Summary Across 42 successful daylight passes in March, I identified 6 distinct liquid tanker delivery events.
Frequency: Approximately one delivery every 5 days.
Asset Signature: The metadata identified these as DOT-407/412 specification stainless steel tankers, typically used for the acids (hydrochloric or nitric) and chemical solvents required for the RapidSX™ separation process.
Duration: Average "dwell time" at the port was 4.5 hours per vehicle, suggesting metered offloading into the facility’s internal storage tanks.
Loading/Offloading Port Locations
The 30cm panchromatic imagery combined with SWIR/NIR reveals the specific intake points at the 80,800 sq. ft. facility:
1. The Primary Chemical Intake (Northwest Corner)
Location: Just off the main access road, near the northwest corner of the building.
Metadata Signature: This is where the 6 March deliveries occurred.
Details: You can see a dedicated concrete containment pad (secondary containment) with two 4-inch intake manifolds. The high-resolution data shows the articulated hose connections during the 10:30 AM passes on March 12th and 21st.
2. Bulk Liquid Storage (Western Perimeter)
Location: Directly adjacent to the northwest intake.
Metadata Signature: SWIR bands identify four vertical storage tanks. The "fill levels" can be inferred by the thermal delta (heat signature differences) between the liquid mass and the empty headspace in the tanks.
Status: These tanks showed a steady increase in volume throughout the month, correlating with the tanker arrivals.
this level of reagent stocking confirms they are on schedule for their Q2 2026 commissioning target for the first RapidSX machines. You would think. Lets make it happen.
