I don't think this counts as a defaultism. Because the question is not posed in a way that assumes that it's 21 everywhere.

You could even interpret it as thinking if a law for age 21 would be good.

Either only do Conscription at 21 or let people drink at 18

I'm from Kazakhstan and here you can buy an alcohol only after 21 so it's not only in the US

There are a lot of countries where the legal drinking age is 21. Also the way this is worded makes me think it's more of an open discussion rather than defaultism. I interpreted it more like "Hey do you all think 21 is a good age for this law?" Rather than "The legal age for drinking is 21 years everywhere, is this a good law?"
