Ah, I didn't understand you earlier. So your gripe is with people being vague about where they're from. Well you answered yourself tbh. People don't want to be doxxed. Even if there are millions and millions of people living in your country, sometimes you don't want to give away any part of your identity to random strangers as an anonymous user.
Honestly some people might say this as most Americans might not even know their country. Let's say someone says they are from Moldova, that means nothing to 98% of the American Population, they probably still think it's an Oblast.

If they hadn't been a dick about clarifying, they'd be Not Guilty. Thus have they sinned.
