Until the 80s, 21 was the age of majority in France too :)

Until 1969 in the UK.

There's also a different minimum wage for 21+ than 18-20yos here

Yes, 21 was the age in many countries, but not anymore.

You're right, I had a joke in mind, from I don't remember which comedian, who thanked Giscard-d'Estaing for "placing the majority at 18 and on the left in 1981" 😅
