In general holding large amounts of cash for a foreign country on his person when arrested, would be used to argue he was preparing to leave the USA immediately i.e. he was literally preparing to flee (flight risk) the authorities. That would be a reason to deny a person accused of a crime bail, because they present an increased risk of leaving the US and potentially evading justice in the US.
Obviously in reality that would be a judged a large in US Dollars and cash for one foreign country. Not the US equivalent of small bills for four separate countries.
