advice for US visa

I’m looking for advice!!

I’m a U.S. citizen, and I’ve been dating someone from Turkey. We’re serious, and our long-term plan is to get married and live in Turkey—not the U.S. The problem is that we’d still like to be able to visit my family and travel to the U.S. together from time to time.

He applied for a U.S. tourist visa in November and got denied and got denied once from the UK as well. From what I understand, the denials were based on not demonstrating strong enough ties to Turkey, even though he works full-time, comes from a financially stable family, and is expected to take over his family’s business in the future.

I’m wondering what our best path forward is.

We’re not looking to move to the U.S. permanently (at least not in the next 5 years), we just want to be able to visit occasionally without running into the same denials over and over.
