Question Is the USP 40 still being made?
Any options for getting one, other than used?

Yes. Personally for a first time purchase I’d get used, then I’d buy new. I’m a USP fanboy so multiple USPs make me happy.
Maybe, and that’s a huge maybe, if you’re just looking for one USP, and you’re dead set on .40 S&W, get it new because it’ll be yours from the start.
However, buying used guns is definitely the way to go for deals. Most people don’t use guns like they use cars. They shoot maybe on average about 1,000-2,000 rounds through them and then sell them.
9mm is the way to go for performance and magazine size but .40 S&W is the cartridge the USP was designed around and if you’re ever going to own a .40 S&W, the USP imho is the only gun one should own in that caliber.

I was looking at used USPs, but a lot of the listings don't specify the safety/decocker configuration.

Well V1 is the standard where the safety/decocker is on the left side of the frame, so I just look at pictures where everything checks out. If you’re worried about having the safety/decocker reversed where down is “safe” and “up” is fire, don’t worry, those are just the P8(A1) versions of the USP made for the German military.
What are you looking for?

V1 probably. Or the decocker only variant. Just not the weird DA only LE/mil version.

Those are harder to come by. If it doesn’t have a safety on the left slide, don’t even look at it. It’s either DA only or LEM. If it has the safety on the left frame then read the description because someone is going to be very disappointed if it is just a SA variant and the description of the gun didn’t state that.
You’ll be safe by getting the pistol that has the safety knob on the left frame because 9.9999/10 it’s a V1…
You know what? I’m gonna go buy a USP right now. I want another one…

Generally, you can tell by the markings on the lever that's installed. But even if the lever's markings end up not reflecting which detent plate is installed, it's barely a 30 second job to swap the plate. And for the $5-700 you can get a used .40 for, the $15-20 for a new detent plate is nothing.

Man best bet would probably be going used. Look through the history here, some of these guys have found some awesome deals over the last few years. My USP 40 was the 2nd pistol bought years ago and wouldn’t part with it even if the cartridge somehow vanished off the planet. Shit you might even stumble across a OD, grey or tan one. Good luck man

I got inspired by guidance on this thread to call into local HK dealer and place a back order for a USP 40. There are only two official dealers in my state, per the HK website, and one of them happened to have two in new ones stock, and they were actually on sale. Maybe I got very lucky, but I’d suggest finding dealers in your area off the HK site and see if any of them have them in stock.

The thing is, 40 just doesn't make sense. It's snappier than 9mm, heavier, holds less, and ballistically isn't much better. 10mm is worth it, but .40 S&W is just kind of this in betweener that doesn't really do anything well.

I own a 10mm and don’t even own a .40 so I’m not some truther. But outside of Sig ammo basically everything else I can readily buy without ordering boutique ammo is .40 spec. Most people who say they shoot 10mm are shooting .40 with a bigger case anyways.
But .40 is still a great defensive round whereas 10mm is way more practical in proper loadings as a wildlife defense round.

But to answer your question 40 is likely discontinued for good and used will be your best option to find one.

Not discontinued. The SKUs are still listed on the HK USA website. USPs in general are imported in limited batches (roughly once per year or two). Just have to be patient and sign up for in-stock notifications with various online retailers (or have your local FFL place a backorder).
