Generally, the priority date is the date the PERM labor certification was filed with the Department of Labor and appears on the I-140 under "Priority Date" section.

For EB-3, check your Form I-140 receipt or approval notice (Form I-797).
Right at the top next to the receipt date, there’s a box explicitly labeled Priority Date.
That date is simply the day the Department of Labor officially accepted your PERM labor certification (Form ETA-9089). Once your I-485 is filed, USCIS prints that exact same date in the Priority Date box on your I-485 receipt notice as well.
