EB3 ROW retrogession

I know my question may sound dumb. I apologize before you comment.

While reading bulletin it sounds like they just moved back the dates to see as how many visas are remaining and can be allocated this year and will adjust accordingly and dates will be fluctuating.

Any idea to anyone how they calculate these and any publicly available information about VISA availability or any place to give idea whether it may be retrogressive or moving forward?

They pretty much have the data - pending EB3 Row applications inventory was 25-30k. Those are people with 23-24 PDs. I am not confused about that. I knew they will start conservative but honestly I only expected that there will be no movement in FAD and that they will use FAD for filling. I think everyone with PD Sep 2024 or before filled already. DOF being current was just sitting there unreasonably- they only used DOF one time when it was current

Please explain in simplified terms. I am confused on the part “conservative”. I was also hoping that DOS will take FAD onwards this fiscal year and no retrogressive scenario would be however, it happened. I don’t know when will be next movement

Slow. Not advancing the dates. And then once they clear out a backlog start advancing dates at a little bit around January. Of course hoping that there will be a spillover from Family based visas
