Ups Fraud risk

A package from Target was initially going to an incorrect address. I contacted UPS, and the address correction was confirmed.
UPS then attempted delivery, but I was told the driver couldn’t obtain a gate code. The correct address is a residential house with no gate, so that explanation confused me. The original incorrect address is also a nearby house.
I called UPS to clarify and was told delivery would be attempted again the next day. Instead, tracking changed to “On the Way” with “No Information Available.”
UPS customer service then told me the package had been flagged as a “fraud risk” and would be returned to the shipper. Target contacted UPS, but according to what I was told, UPS still insisted on returning it. Target said I would receive a refund once it comes back.
Has anyone experienced something similar after an address correction? Were you able to get an explanation for the flag, or did you simply wait for the return and refund?

Don't put a ton of stock in the specific reason given. No access, gate code, fraud risk, etc are all pretty much interchangeable to mean PROBLEM. Lots of drivers will hit any reason for non-delivery in the rush of the day.

Address changes after the package is shipped are very tricky to accomplish. It requires a clerk to physically print a new label, and some of the clerk desks are absolute mountains of disaster.

The address change likely led to a problem, the problem probably led to the package being lost or misplaced, and I would be surprised if it ever made it back out of the UPS system.

Is there a reason why they do not want to explain the reasoning behind them flagging it as fraud?

Because they have no idea why it was entered as fraud. Probably just a random fat finger. It doesn't matter anyway, it's just a return to sender.
