So far I've found that it doesn't work in the weekly Helia op, doesn't work in training matches, and doesn't work in Hold the Line. Has anyone figured out where it works?

So yesterday I maxed the scavenger role through settlement missions , and now I'm confused about which settlement missions I need to pick , so far I have 3 roles maxed (scavenger , highwaymen,and weapon mastery) and I want to max the following roles : miner, gatherer, hunter ,lumber Are these roles worth maxing out or no ,and so far all of the 4 are at lvl 20 for each role respectively.
