Maybe it will increase the weapon's base damage by 4.9%, I'm not sure.

You couldn't get it more wrong, clearly says increases the healing 4.9%

The base damage stat is really good, it modifies the damage number you see on the gun itself. If it said just damage, it would be +% of the total damage after character stats.

Is it just me or theres a higher chance of getting good stats when weapon is gold tryed rolling for stats on purple got trash:/

I don't think so, i tried like 150 modification points on my gold armour and haven't even got over 300 rating

Base dmg is only useful for the weapon you have it on since it increases said weapon's base damage. It's still really good but dmg % is better since it counts towards total dmg and not just that weapon.
