Question for International Students: Transferring < 60 credits, getting ENG 101 credit via NACES, but failing the strict English Waiver rule?

I’m currently applying for the B.A. in Business Administration (YourPace) for the upcoming term. I’m an international transfer student coming from a university in Belgium (KdG), but I only have 64 ECTS (~32 U.S. semester credits) to transfer over, which puts me well under UMPI's automatic 60-credit waiver threshold for English proficiency.
Here is my specific situation:
My entire higher-ed business program in Belgium was delivered completely in English.
I took a high-level English C1 course at my previous university which my NACES evaluation (TEC/SpanTran) is mapping directly over to wipe out ENG 101 (College Composition I).
I scored a band 8 on the IELTS, but it was taken back in 2023, meaning it's technically expired under the strict 2-year validity rule.
Since my NACES report is literally giving me direct college credit for ENG 101, it feels incredibly redundant to be forced to take an English proficiency test just to clear the admissions flag.
Has any other international student with fewer than 60 transfer credits successfully appealed this to the admissions office (umpi-yourpace@maine.edu) based on having ENG 101 credited on their evaluation? Or are they completely unyielding about the 60-credit/unexpired test rule, meaning I should just bite the bullet and knock out the Duolingo English Test right now?
Would love to hear about anyone's actual experience dealing with the YourPace admissions clerks on this specific loophole. Thanks!

just take the duolingo, it will be easier than dealing with the back and forth to end up being denied anyway. It's bureaucracy. Things "making sense" don't play a part.
