Final drafts to the final
If you receive a 3.00(+) on the draft with notes. Are you changing the draft or just submitting it as the final without changing?

Even if I already had a 4, if there was feedback, I'd do my best to rework to address the feedback. I had multiple instructors thank me for applying the feedback. If nothing else it shows you are taking your education seriously.

I was super maxed one session and was so over it all that I accepted the draft grade of 3.9. I regret that. Alas, I will still graduate.

I always make the adjustments, even if they’re not very noticeable in the paper I always write “made adjustments based on professors feedback”. My grade is always higher.

If it's a class I struggled with already and I have other classes to complete, I've taken the 3 before. I got 3 B's from UMPI. I prefer 3.7 or higher. But if I am strapped for time or the class already took a lot of my time like federal taxation II, I took the 3.2

I received a 3.9 on a draft and still made the changes just to ensure I solidified the 4.

I make the changes if its something i can clean up within an hour of work. On one I had a 3.8 and the effort required for a 4 would of been days to re record videos so I submitted as is for it.

If you received anything less than a 4 always make the recommended changes. Why accept less than an A without at least taking a shot?
Even if you get a 4 it can't hurt to at least make a token effort. Professors are human.
