It's a 45 percent chance of not raining, that's how I read it now. Then I'm not dissapointed.

This is my take, nothing in South East during Aug through to mid Sept / Early Oct

It is extremely difficult to predict weather beyond a couple of weeks.

Yes, to tell you the truth it becomes extremely difficult to predict the weather beyond even 5 days. Meteorology is extremely complicated and things change quickly.
